On September 22, according to the Eurasian Economic Commission, the Executive Committee of the Eurasian Economic Commission decided to impose anti-dumping duties on graphite electrodes originating in China and having a circular cross-sectional diameter not exceeding 520 mm. The anti-dumping duty rate varies from 14.04% to 28.2% depending on the manufacturer. The decision will come into effect on January 1, 2022 for a period of 5 years.
Previously, the Eurasian Economic Commission has recommended that graphite electrode consumers and manufacturers in the Eurasian Economic Union rebuild the supply chain and re-sign supply contracts. Manufacturers are obliged to sign a long-term supply contract, which is included as an attachment in this anti-dumping duty resolution. If the manufacturer fails to fulfill the corresponding obligations, the Executive Committee of the Eurasian Economic Commission will reconsider the decision to impose anti-dumping duties until it is completely abolished.
Srepnev, the trade commissioner of the Eurasian Economic Commission, stated that during the anti-dumping investigation, the commission held consultations on issues such as maintaining product costs and ensuring supply that Kazakhstan enterprises are concerned about. Some graphite electrode manufacturers in the countries of the Eurasian Economic Union promised to provide uninterrupted supply of such products to Kazakhstan enterprises and determined a pricing formula based on international market conditions.
While taking anti-dumping measures, the Eurasian Economic Commission will conduct price monitoring and analysis on the abuse of market dominance by graphite electrode suppliers.
The decision to impose anti-dumping duties on Chinese graphite electrodes was made in response to the application of some Russian companies and based on the results of anti-dumping investigations conducted from April 2020 to October 2021. The applicant company believes that in 2019, Chinese manufacturers exported graphite electrodes to Eurasian Economic Union countries at dumping prices, with a dumping margin of 34.9%.
